Ukrainian President Volodymyr Zelensky, seen Wednesday at the NATO summit in Lithuania with U.K. Prime Minister Rishi Sunak and U.S. President Joe Biden, has pushed to join the alliance, but members would only offer assurances that Ukraine can join in the future.
